Separate the programme, state rules, property and transaction before choosing a unit.

MM2H 参与条件、州政府的外国人购房规则、具体项目条件与交易费用不是同一件事。任何一个环节未经核实,都不应把“可以计划”说成“已经符合资格”。

1. Federal MM2H programme

MOTAC 的 category 文件列出 fixed deposit、participation fee、residence value、minimum stay 与 pass period。它是 programme planning 的起点,不是对某一间 Penang property 的购买批准。

2. Penang state property acquisition rules

外国人购置房产可能受到州属、property category、minimum acquisition value、consent 和其他条件影响。规则会更新,而且可能因项目和交易性质不同,必须由当前官方渠道和律师核实。

3. Exact property and title

检查项目、individual/strata title、developer information、unit type、tenure、使用限制和 exact transaction documents。不要从同一项目的另一间 unit 推断你的 unit 一定适用。

4. Transaction and funds

除了 purchase price,还要准备 legal fees、stamp duty、financing、valuation、state consent、disbursements、insurance 和 currency movement。所有 online figures 都应该成为 lawyer、bank 和 licensed MM2H operator 的问题清单。
